Chip Babst is a shareholder in the Environmental, Health and Safety Services Group of Babst Calland, a member of the multi-disciplinary Natural Resources Development Group, and serves as the Managing Shareholder of the firm and as Chairman of its Board of Directors. Mr. Babst has more than thirty-five years of experience in providing counsel on environmental matters to both private and public clients. His practice focuses on compliance and permitting issues and federal and state enforcement matters. Through his experience as environmental counsel for large Fortune 500 companies, Mr. Babst has developed preventative law programs for training and auditing, and a detailed program on how to prepare for and deal with environmental inspections.
Mr. Babst is a nationally recognized authority on Clean Air Act issues and has handled complex permitting and compliance issues at federal, state and local levels throughout the United States. His experience in dealing with federal and state agency penalty policies and enforcement processes has enabled him to assist clients in negotiating acceptable settlements in environmental enforcement cases involving significant demands for civil penalties and injunctive relief. He also has represented clients in administrative and judicial hearings at the state and federal levels and has presented environmental issues before the Third, Fifth, Sixth, Seventh, Ninth and D.C. Circuit Courts of Appeal.
Background
Mr. Babst received his B.A. from Bucknell University in 1969 and his J.D. from the University of Pittsburgh in 1973, where he was Topics and Research Editor of the Law Review.
Memberships and Affiliations
Mr. Babst was admitted to the Pennsylvania Bar in 1973 and to the West Virginia Bar in 2000. He has been named in The Best Lawyers in America® and was also named the Best Lawyers’ 2012 Pittsburgh Environmental Law Lawyer of the Year. Mr. Babst has been listed in the highest rated category for environmental lawyers in Chambers USA’s America’s Leading Business Lawyers since 2003 and has been recognized as one of Pennsylvania’s top lawyers according to an annual survey published in Philadelphia magazine.
Mr. Babst is the Chairman of the Advisory Committee for the University of Pittsburgh School of Law Environmental Certificate Program, a member of the Allegheny County Health Department Air Pollution Control Advisory Committee, a member of the Science Advisory Committee at Robert Morris University, a member of the American College of Environmental Lawyers, a Fellow of the Allegheny County Bar Association Foundation, the Treasurer of the Allegheny County Parks Foundation, and the Vice Chairman of the Allegheny County Air Quality Task Force. He also serves on the Board of Directors of Community-in-Schools of Allegheny County as its Chairman, the Circles Board of Directors of the Cultural Trust as its Co-Chairman, the Institutional Development Advisory Committee of the Cultural Trust, and the Board of Directors of the Warhol Museum.
