Area of Emphasis

Jodi Noble is a non-attorney professional Government Relations Specialist in the Public Sector Services Group of Babst Calland. Ms. Noble comes to Babst Calland from the public sector, bringing her municipal management experience for the benefit of the firm’s public and private clients. During her nearly 12 years serving Moon Township (Allegheny County) she gained a wide variety of experience in public administration, municipal finance, personnel administration, community development and land use matters. She annually developed and managed a 12 million dollar budget and improved the township’s financial operations through the development of its first ever capital improvement plan and financial policy, as well as overseeing the Township’s GASB 34 compliance. As Assistant Manager, she was responsible for the management and overall personnel administration of the Township’s employees, including the development of a municipal personnel policy, collective bargaining and Act 111 arbitration. She also was successful in receiving a multitude of Federal and state grants for conservation, redevelopment and public safety programs.

Furthermore, Ms. Noble was the Deputy Director of the Township Transportation Authority which was instrumental in developing the community’s infrastructure that enabled Moon Township’s rapid growth. This progressive entity utilized Local Economic Revitalization Tax Assistance Act (LERTA) and the Transportation Partnership Act as financing mechanisms to attract more than $50 million dollars in Federal funds to construct three major interchanges and other improvement infrastructure projects. In order to properly manage the growth in Moon, Ms. Noble played a significant role in the development of an innovative Comprehensive Plan that based the municipality’s zoning and other land use controls on traffic and other infrastructure demands to ensure a sustainable municipal development vision. The dynamic nature of Ms. Noble’s background has given her a broad-based knowledge in all aspects of local government, including coordination with state and Federal agencies.

Background

Ms. Noble graduated magna cum laude, from Washington and Jefferson College in 1995, where she was inducted into the Phi Beta Kappa National Honor Society and the Pi Sigma Alpha National Political Science Honor Society. She also received the James Clyde McGregor Prize in Political Science. She went on to earn her master’s degree in Public Administration from the University of Pittsburgh Graduate School of Public and International Affairs in 1997, where she specialized in personnel and labor-management relations.

Memberships and Affiilations

Ms. Noble is member of the Association of Pennsylvania Municipal Managers and serves on the Local Government Academy Pillars of Good Government subcommittees for finance and budget and ethics. In addition, Ms. Noble is a former member of the Executive Board of Directors of the Airport Corridor Transportation Association.
