Kevin Barley is an associate in the Litigation Services and Construction Services Groups of Babst, Calland, Clements and Zomnir, P.C. Mr. Barley represents business clients in environmental, construction, energy and other commercial litigation matters. He has experience in a variety of commercial disputes, including prosecuting and defending environmental cost recovery claims, insurance coverage for environmental damages, real estate and lending liability disputes, contract and property disputes involving energy and utility-related businesses and general business contract and tort claims. Mr. Barley has experience in construction disputes, including design and construction defects, bond and lien issues, change orders, differing site conditions and delay claims. He has represented clients before various state and federal courts, administrative tribunals and alternative dispute resolution forums in Pennsylvania, New York, New Jersey, Ohio, West Virginia and Maryland, including the Third Circuit Court of Appeals, the Pennsylvania Board of Claims and the American Arbitration Association.
Background
Mr. Barley received his J.D. from the University of Pittsburgh School of Law in 2000, where he served as a teaching assistant for the legal research and writing program. He also was a finalist in the law school appellate moot court competition and was a finalist for the best brief award. During his law school career, Mr. Barley completed a judicial externship with the Honorable Donald Lee of the United States District Court for the Western District of Pennsylvania.
Mr. Barley graduated magna cum laude from Susquehanna University in 1997, earning a B.A. in Political Science, a minor in Business, a minor in Music. Mr. Barley received Susquehanna’s Presidential Scholarship and was awarded Departmental Honors and University Honors upon graduation.
Memberships and Affiliations
Mr. Barley was admitted to the Pennsylvania Bar in 2000 and is admitted to practice in the United States District Court for the Western District of Pennsylvania and the United States Court of Appeals for the Third Circuit. He has been admitted pro hac vice in numerous state and federal courts. Mr. Barley is a member of the Allegheny County, Pennsylvania and American Bar Associations.
Mr. Barley is a Barrister and Group Leader in the Pittsburgh Chapter of the American Inns of Court and in 2010 was appointed to the Executive Committee as Program Chair. In the Inns of Court, Mr. Barley develops and delivers programs on matters of ethics, professionalism and litigation and trial skills and practices.
Since 2007, Mr. Barley has also served Hampton Township, where he resides, as a member of the Zoning Hearing Board.
