Area of Emphasis
Tim Bish is a shareholder in the Public Sector Services and Business Services Groups of Babst Calland. He represents both public and private clients in municipal and land use law matters, with a concentration in zoning, land development, subdivision and real estate matters, economic development and local taxation issues, public bidding and contracting, general municipal matters, codifications, code enforcement, and the Uniform Construction Code. Mr. Bish serves as solicitor and special counsel to several municipalities and zoning hearing boards, and regularly counsels and represents the firm’s other municipal clients on land use matters and general municipal issues. Of particular note, Mr. Bish has represented municipal clients in establishing and implementing tax increment financing districts, neighborhood improvement districts, historic preservation districts and intermunicipal cooperation agreements related to police, public works and utility services. He has also represented municipal clients in land use, development and construction issues related to a regional mall and large-scale commercial developments.
Background
Mr. Bish earned his B.A., magna cum laude, in political science and criminal justice from Gettysburg College, where he was inducted into the Phi Beta Kappa honorary society, and he earned his J.D. from the University of Pittsburgh School of Law. During law school, Mr. Bish clerked for the Honorable James R. McGregor of the Allegheny County Court of Common Pleas, the U.S. Attorney’s Office for the Western District of Pennsylvania, and the Pennsylvania Attorney General’s Office.
Memberships and Affiliations
Mr. Bish is admitted to practice law in Pennsylvania as well as before the United States Supreme Court, the United States Court of Appeals for the Third Circuit and the United States District Court for the Western District of Pennsylvania. He has been recognized as one of Pennsylvania’s up-and-coming lawyers since 2007, according to an annual survey published in Philadelphia magazine.
Mr. Bish is a member of the Allegheny County Bar Association and the past chairman of the Association’s Municipal and School Solicitors Section. He is also a member of the Pennsylvania and American Bar Associations. Mr. Bish is the former chairman of the North Fayette Township Planning Commission. He serves on the Board of Directors of Lutherlyn, located in Butler, PA, and he is an active member of the Gettysburg College Pittsburgh Alumni Club. Mr. Bish received the 2010 Young Alumni Achievement Award for Service from Gettysburg College.
Publications/Presentations
Mr. Bish has spoken and written materials on numerous municipal law and land use issues for the benefit of the Bar Associations as well as other public and private organizations. Recently, he has made presentations to the Pennsylvania Chapter of the American Planning Association, the Pennsylvania Association of Township Commissioners and the Pennsylvania State Association of Boroughs. Additionally, he participates in the Local Government Academy and instructional programs for local government officials.
