Pipeline & HazMat Safety

Babst Calland’s Pipeline and Hazardous Materials Safety Practice Group represents clients throughout the United States on matters relating to pipeline safety and the transportation of hazardous materials.

Led by former attorneys for the U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA), the agency that regulates the safety of the nation’s vast network of oil and gas pipelines and multimodal operations for the transportation of hazardous materials, the group’s strength is its expertise and experience. Our clients include pipeline and midstream companies, public utilities, terminal operators, trade associations, and other stakeholders in the energy and transportation industries.

The Pipeline and Hazardous Material Safety Group offers a broad range of PHMSA-related services:

  • Preventative & Strategic Counseling
  • Compliance Programs
  • Audits, Inspections, and Investigations
  • Enforcement Actions
  • Special Permits
  • Rulemaking Proceedings
  • Litigation
  • Legislation
  • Due Diligence

Our attorneys assist clients by addressing day-to-day compliance questions, helping to prepare for audits and inspections, providing representation in enforcement proceedings initiated by PHMSA and its state partners, and litigating challenges to agency action in the state and federal courts. The Pipeline and Hazardous Material Safety Group also assists clients in obtaining special permits, responding to incidents, and participating in rulemaking proceedings. Finally, the group provides strategic counseling on legislative and regulatory affairs and transactional matters related to the divestiture and acquisition of pipeline facilities.

In addition to offering these services, our attorneys are active in several of the nation’s leading trade organizations. They have also participated in other critical stakeholder initiatives, such as the Pennsylvania Governor’s Pipeline Infrastructure Task Force, and are frequent speakers at industry events across the country.
