Pennsylvania is ready for solar deployment at multiple scales – utility, commercial, community, residential. But there are barriers to our collective success. Why hasn’t widespread deployment rolled out in the way that it has in neighboring states? How have policies, both at the state and federal level, impacted this implementation?
