The symposium brings together coal-producing members\, associate member suppliers and experts\, national and state officials and elected representatives from across West Virginia.  \nAttorney Christopher B. Power will be presenting on the Status of Primacy under the federal Surface Mining Control and Reclamation Act of 1977 (SMCRA). Kip’s speech will include an overview of the statutory basis for delegating primary authority for implementing SMCRA to the states\, an update on recent primacy/OSM oversight issues\, and recommendations for improving the federal-state agency relationship under the SMCRA program.
