With the renewed emphasis on climate change and Pennsylvania’s Environmental Rights Amendment (ERA) in recent years\, it is not surprising that a new proposal has been submitted to the Pennsylvania Environmental Quality Board\, the board responsible for promulgating environmental regulations in Pennsylvania. The proposal is based on a California model\, a state that often marks a new path regarding environmental initiatives. This session will look at the Pennsylvania proposal in detail\, compare it to other cap and trade models\, and consider this among other proposals being advanced related to climate change and the ERA. Since 2012\, Carnegie Mellon University has maintained a Deployment Partner Consortium and they continue that tradition with their new US DOT funded National University Transportation Center\, Mobility21\, with the goal of improving the mobility of people and goods. There is no cost for membership in the consortium or participation in the symposium except an active interest in working with our students and faculty to deploy their research in the field.
