Lawrence E. Moore

Area of Emphasis

Larry Moore is a non-attorney professional Director, Government Relations in the Public Sector Services group of Babst Calland. Mr. Moore comes to Babst Calland from the private and public sector, bringing his municipal planning and project management experience for the benefit of the firm’s public and private clients.

Prior to joining Babst Calland, Mr. Moore spent nearly a decade with Butler Health System (System) serving most recently as its Manager of Facilities and Property Planning. In this capacity, he was responsible for the day-to-day facilities oversight for all on-campus and off-campus projects for new construction and renovations as well as serving as the lease coordinator for owned and leased System properties. He also served the System as a Senior Project Manager of Facilities Planning, during the construction of the System’s $150M patient tower and $4M access road at the Butler Memorial Hospital campus that opened in 2010. In this capacity, Mr. Moore was responsible for day-to-day project management and oversight to ensure that the project construction stayed on schedule and within the approved budget.

Mr. Moore also has public sector experience, having served as the Land Use Administrator/Zoning Officer for Hampton Township (Allegheny County) and Penn Township (Butler County). While with Hampton Township, Mr. Moore oversaw the Community Development Department and worked closely with developers on numerous large-scale residential and commercial developments to ensure the best interests of the Township were being met. Additionally, he prepared all Developer Agreements and created an escrow program to keep required inspection funding current during construction. He later gained additional planning experience in the private sector as a Community Planner for Olsen and Associates. As a Community Planner, Mr. Moore was responsible for conducting public meetings and workshops for municipal clients for Comprehensive Plan, Zoning Ordinance and Subdivision/Land Development Ordinance updates. Additionally, he drafted, redrafted and edited municipal Zoning and Subdivision/Land Development Ordinances as well as Comprehensive Plans to ensure compliance with the Municipalities Planning Code for municipal clients.

Background

Mr. Moore graduated from Duquesne University in 1988 with a bachelor’s degree in Journalism. In 2002, he obtained his Paralegal Certification from Duquesne and later went on to earn his master’s degree in Community Leadership from Duquesne in 2008.

Memberships and Affiliations

Mr. Moore is a member of the American Planning Association, the Pennsylvania Planning Association, the American Bar Association (associate member) and the American Society for Healthcare Engineers. In addition, Mr. Moore serves as Chairman of the Penn Township (Butler County) Board of Auditors, and also is a member of the Penn Township (Butler County) Traffic Impact Fee Advisory Committee.
