Steven M. Green
Area of Emphasis
Steven Green is a Shareholder in the Energy and Natural Resources Group of Babst Calland. His practice is focused on energy matters, primarily upon advising and representing corporate clients within the oil and gas industry. Mr. Green’s oil and natural gas practice includes a wide range of matters including oil and gas title opinions, title examinations, title defect and curative work, civil and administrative litigation, transactional advice, and regulatory compliance for both upstream and midstream oil and gas development. He routinely handles matters involving land and legal due diligence analysis to support oil and gas transactions. Mr. Green advises the industry on oil and gas lease and leasing issues; royalty and bonus payments; ownership of oil and gas and other mineral interests, including partition, quiet title, and unknown mineral owners; surface-use and damage claims; voluntary and forced pooling; physical and seismic trespass; seismic testing; and encroachments. He also advises oil and natural gas companies regarding the drafting of routine oil and gas agreements, including leases, surface use agreements, disposal well agreements, exploration agreements and joint operating agreements.
Mr. Green also has successfully represented clients and provided advice and guidance on issues involving complex litigation, drilling contracts and oil and gas title. In addition, he represents oil and gas entities before the WV Shallow Gas Well Review Board, the WV Coalbed Methane Review Board and the WV Oil and Gas Conservation Commission. He also represents oil and gas entities before the WV DEP’s Office of Oil and Gas with respect to NOVs including the negotiating and drafting of settlements and consent orders.
Mr. Green served as in-house counsel for one of the largest independent oil and gas producers in the United States. During his tenure, he managed and handled litigation for a multi-state area, handled surface disputes, encroachments, regulatory issues, and provided counsel on a variety of land, regulatory, administrative and transactional matters.
Background
Mr. Green attended West Virginia University and received a Bachelor of Science in economics and graduated summa cum laude in 1998. In 2001, he received his J.D. from the West Virginia University College of Law in Morgantown, West Virginia.

Mr. Green is admitted to practice in West Virginia and Pennsylvania. He also is admitted to practice before the United States District Courts for the Northern and Southern Districts of West Virginia and the United States Bankruptcy Courts for the Northern and Southern Districts of West Virginia. He is also a member of the Energy & Mineral Law Foundation, the American Association of Professional Landmen and the Marcellus Shale Coalition.
Mr. Green has been listed in The Best Lawyers in America© in the Energy Law Section since 2018 by BL Rankings. He was also selected to the West Virginia Rising Stars list (Thomson Reuters) in 2012-2016.
